OK everybody...I finally finished what will now be called article six of the charter. This will cover the other government branches that were originally supposed to be in the articles of confederation. I tried to be as brief as I could and i have to admit that Basileus helped me with some of it. Let me know what you think.
1. The Regional Assembly is responsible for legislative matters of the Continental Union to include the following:
---a. To provide regulations and guidelines for Regional activities;
---b. To establish Ministries for the purpose of administration of particular activities designated by legislation in accordance with Constitutional Law;
---c. To regulate and monitor the terms of office and elective conditions for Officers of the Region not already established by Constitutional Law;
---d. To impeach and remove Chancellery or Judiciary Officers for misconduct, negligence, poor performance, or violations of Regional statutes, legislation, or Constitutional Law;
---e. To establish membership requirements and activities not already governed by Constitutional Law;
---f. To petition the Regional Founder or Founder’s Council to repeal or alter Orders, Directives, or acts of the Regional Præsidium or the Regional Chancellery;
---g. To enact legislation to govern all Regional Assembly activities and protocols necessary to enable its functionality in accordance with Constitutional Law.
2. Membership in the Regional Assembly is granted to all members of the Region who have met requirements and conditions established by the Regional Assembly.
3. Participation in the Regional Assembly is restricted under the following conditions:
---a. The Regional Founder, the Regional Chancellor, the Quæstor General, and the Chief Magistrate are not permitted to participate in any Regional Assembly activities while in office.
------i. The Regional Chancellor can post comments concerning legislation for the purpose of providing information relevant to the Chancellery’s position concerning proposed legislation or discussion. The Chancellor may not author any proposal or participate in any legislative polls.
------ii. The Assembly Speaker may invite any of the above Officers to address the Regional Assembly and provide them limited participation conditions to accommodate this temporary activity;
------iii. The Regional Palatine and Vice Chancellors are permitted to participate in all Regional Assembly activities on behalf of the Regional Founder and Regional Chancellor respectively.
---b. Members who have been banned or under censure as outlined by legislation may be restricted from or provided limited access to Regional Assembly activities.
---c. Only individual registered members may participate in activities of the Regional Assembly. Those entities established as roleplay profiles, puppet states, duplicate profiles, or business units cannot post material, participate, or access polls in the Regional Assembly.
4. The Regional Assembly will be headed by an Assembly Speaker who will represent the interests of the Regional Assembly in the Regional Chancellery and before the Founder’s Council.
5. The Assembly Speaker is assigned the status of an Officer of the Regional Chancellery and will monitor and manage the activities of the Regional Assembly. The Regional Assembly will provide legislation to outline the duties and responsibilities of the Assembly Speaker.
6. The Regional Chancellery is responsible for administrative matters of the Continental Union to include the following:
---a. To implement and enforce Regional statutes and legislation governing activities of the Continental Union;
---b. To regulate and monitor activities and duties assigned to Chancellery Officers by Regional statutes and legislation;
---c. To provide additional guidelines and regulations for specific activities assigned to ministries for administrative purposes;
---d. To create, monitor, alter, and implement protocols and procedures related to the functionality of the Regional Chancellery;
---e. To review and approve proposed legislation before its presentation to the Founder’s Council for Assent under conditions outlined in ….
7. The Regional Chancellery is headed by the Regional Chancellor who is elected directly by the General Membership and responsible for the following:
---a. To regulate and monitor activities and procedures of the Regional Chancellery;
---b. To assign registered members to ministry posts and Chancellery Offices as follows:
------i. To appoint a Minister of the Regional Treasury and Minister of Regional Security with the consent of the Regional Founder;
------ii. To appoint a Vice Chancellor to act on the Chancellor’s behalf, assume the role of Chancellor when the same is unable to execute duties of office, and perform duties as outlined by the Chancellor in accordance with Constitutional Law;
------iii. To appoint all other Ministers or Chancellery Officers as prescribed by Regional statutes or legislation;
------iv. To dismiss Ministers from office due to negligence or inability to perform their duties in accordance with Chancellery policies or protocols;
------v. To approve or veto proposed legislation approved by the Regional Assembly prior to presentation to the Founder’s Council for Assent. The Chancellor’s veto must be reviewed and endorsed by a majority vote of the Chancellery cabinet; otherwise, it will be presented for Assent in spite of the veto.
---c. To submit requests for legislative proposals to the Assembly Speaker in a manner consistent with Chapter 3(a)(i) of this Article.
---d. To act as the chief administrator of the Region as defined by Regional statutes, legislation, and Constitutional Law.
8. No Officers of the may serve more than two consecutive terms in office, except in cases of necessity to prevent disruption of Regional Administration as approved by the Founder’s Council.
9. The Regional Judiciary is responsible for judicial matters and dispute resolution concerning activities of the Continental Union to include the following:
---a. To review infractions and violations of Regional statutes and legislation by members to determine culpability and scope of responsibility for such infractions and violations;
---b. To review and examine activities or actions related to Regional statutes and legislation for interpretation as a matter of law;
---c. To review, evaluate, and adjudicate civil matters concerning contract law and related actions;
---d. To review and evaluate other matters assigned by Regional statutes and legislation.
10. The Regional Judiciary will be headed by a Chief Magistrate who is elected directly by the General Membership and responsible for the following:
---a. To create, establish, and implement policies, protocols, and procedures necessary for the functionality of the Regional Judiciary in accordance with Regional statutes, legislation, and Constitutional Law.
---b. To appoint a Promagistrate to assist the Chief Magistrate in the performance of duties granted, assume the role of Chief Magistrate when the same is unable to execute the duties of office, and represent the interests of the Judiciary in the Regional Assembly, the Regional Chancellery, and the Founder’s Council in accordance with Constitutional law;
---c. To appoint, monitor, and oversee other positions in the Regional Judiciary, such as Mediators, Scribes, and other positions, as authorized by Regional statutes and legislation;
---d. To dismiss Officers of the Judiciary for negligence or inability to perform the functions of their responsibilities.
