I just wanted to post an informal overview on Regional Governance in the Continental Union based on the Founder's Charter that is currently in the ratification process. I hope this will help everyone understand how the Regional Government operates.
*The Government is constitutionally divided into four branches:
The Executive Branch (Regional Præsidium), the Administrative Branch (Regional Chancellery), the Legislative Branch (Regional Assembly), and the Judiciary Branch (Regional Judiciary).
**The Præsidium acts as a guardian of the Region and reviews/approves legislation to make sure it conforms to constitutional law. It is also responsible for maintenance and security of Regional Forums. The Founder, Palatine, Quæstor General, and the Founder's Council make up this branch.
**The Chancellery is responsible for enforcing legislation and administration of the region in accordance with legislation and other statutes. It includes the Chancellor and Minsters in charge of certain administrative functions of the region (such as foreign relations, internal relations, treasury, etc.)
**The Regional Assembly is made up of all active members of the Region who have met certain qualifications established by legislation. Members who become officers of the Chancellery and--in some cases--officers of the Præsidium normally do not exercise voting rights in the Assembly. This branch is not yet operational, and legislative matters are currently handled by the Founder's Council until the Region reaches a certain membership level.
**The Regional Judiciary consists of a Chief Magistrate and lesser magistrates as provided by legislation. The main function of this branch is to interpret the application of constitutional law and other statutes. Both "criminal" and civil matters are handled by this branch.
Also be aware that the Continental Region is unique in that it is the fusion of two regions: the Continental Union proper and the Continental Alliance. Both regions share this forum, and the Alliance exists more for economy roleplays. Even though members may review legislation that pertains to the Alliance, no one is required to participate in Alliance econ roleplays. The Alliance has its own administration, but is still subject to constitutional law and other major legislation governing activities in both regions.
