1) In accordance with ROIC 10§6, major activities concerning the deliberations of the Founder's Charter and Constitutional Law are required to be chronicled by the Regional Count-Palatine. The following chapters outline changes and amendments made to the Founder's Charter and the Constitutional Canon. 2) The original text of the Founder's Charter was approved by the Founding Partners as outlined in ROIC 01§5(e)--formerly I FCh 4(e)--as follows: 3) The original text of the Charter as approved by the Founding Partners was posted for review and discussion by the Charter Members of the Region on 7 November 2010. 4) Between the presentation of the original text of the final draft of the Founder's Charter and closing debates concerning the format, articles, and verbage of the Founder's Charter, the following changes were implemented: [/ul] 5) The issues concerning the extent of powers granted the Regional Delegate, the combination of this Office with the Chancellor, and the scope of duties was discussed from 11 November 2010. 6) No debates or objections were submitted regarding the inclusion of Regional Orders-in-Council appended to Constitutional Law with the exception of ROIC 01 as noted in Chapter 4 of this Letters Patent. 7) The amended and revised version of the Founder's Charter and the Constitional Canon was posted for review and approval by the Founding Partners on 13 February 2011.

1) The formatting, indexing, publishing, and archiving of Regional Orders-in-Council are determined by the Regional Founder and his advisors as authorized by ROIC 08§5. 2) Regional Orders-in-Council will be numbered according to the order of their presentation to and enactment by the Founder's Council and will be divided into: 3) Header and formatting in the published version of an Order-in-Council is outlined below. The current Order serves as an example of Regional Orders-in-Council formatting. 4) Approved Orders-in-Council must be published in the Regional Statutes category by the designated Officer of the Regional Præsidium for public reference. The order once published cannot be altered except for the inclusion of status information should the order be revised or replaced in the future. 5) This Founder's Letters Patent abrogates and supersedes Regional Order-in-Council 04, all chapters and Regional Order-in-Council 05.05.

1. In accordance with ROIC 17 governing Regional Trusts, the Quæstor General's Office is charged with determining the conformance of a proposed Trust with the definition of a Regional Trust outlined in ROIC 17. 2. All Trust applicants must submit to the Quæstor General's Office a statement listing the purpose and intention of the Trust and how it qualifies as a Regional Trust under ROIC 17. 3. The trust applicant will also be required to submit its Articles of Incorporation, which requires review and approval by the Quæstor General. 4. The Quæstor General will review all trust applications for conformity with the definitions set forth in ROIC 17 and further expanded by the Quæstor General's Office. 5. Upon approval of the trust application and Articles of Incorporation, the Quæstor General's Office will forward the documents to the Ministry of Internal Relations for its review and approval. 6. Once the Ministry of Internal Relations approves the trust applicant's required documents, a Certificate of Incorporation will be issued by a joint agency that administers the issuance of such a certificate.

1) Whereas the Nation of Acryland, whose sovereign was duly elected and served as Minister of Foreign Relations, has ceased to exist for over ten days, the Office of the Minister of Foreign Relations is declared abandoned. 2) The membership status of Acryland as a current and active member of the Continental Union is now converted to inactive status. 3) Acryland's membership honor status of Charter Member of the Region will be terminated if his membership is not re-activated within 60 days of this Letters Patent. 4) The disposition of the vacancy of the Minister of Foreign Relations will be determined by a Regional Order-in-Council, and the question of future vacancies will be determined by Constitutional Law as directed by the current Constitutional Convention.

1) Offices of the Regional Præsidium of the Continental Union are authorized to author and issue official regulations governing activities granted them by Regional Statute and Constitutional Law. 2) Such official regulations have the force of law unless otherwise amended or superceded by Founder's Letters Patent or other legislation as prescribed by Constitutional Law. 3) Offices of the Regional Præsidium will name such official regulations as listed below: 4) All Præsidium Regulations will follow a format established for Regional Orders-in-Council outlined in FLP 16. 5) Advisories or bullitens, assigned as "Circulars," may be issued by Offices of the Regional Præsidium that are not of a regulatory nature as guides or explanations of procedures or Regional Statutes. 6) The Præsidium Offices may also issue period reports of facts and data pertinent to their assigned responsibilities for publication that may not be Official Circulars.
