Creation of the Founder's Charter and Constitutional Law,
An Order of the Founder's Council of the Continental Union,
Appended to Constitutional Law. [/b][/size] Index: ROIC 01 Proposed by: Imperator Rex, 21 February 2010. Approved: In Council, 21 February 2010, 3 to 0. Assent Granted: 22 February 2010. Revision Status: Text Revision approved by Council 27 Dec 2010 as noted below. 1. The Founder's Council has authorized the Founder, Imperator, to author and submit for approval to the Council a Founder's Charter. This is a Regional document that will initiate the creation and implementation of Regional Constitutional Law. 2. The Founder's Charter will include an enumeration of the Founder's prerogatives in addition to rules that will govern the Office of the Founder and regulate its activities and rights. This will also include the official name of the Region and of its administrative entities. 3. The Founder’s Charter will also provide administrative foundations and guidelines related to the functions of Founder’s Council, the Regional Chancellery, the Regional Assembly, and the Regional Judiciary. 4. The Founder's Charter is inviolable and will not provide provisions for amendments to the Charter once the Constitutional Canon is declared closed following approval of the entire Founder’s Charter. 5. The approval process for the Founder’s Charter and the Constitutional Canon will be as follows: 6. The Founder’s Charter will contain seven articles: Article I – Purpose and Establishment, Regional Symbols and Statements; Article II – Regional Fora and Platforms; Article III – Regional Governance; Article IV – The Founder’s Council; Article V – The Regional Praesidium; Article VI – The Elective Branches of Government; Article VII – List of Constitutional Canon and Record of Ratification. 7. The original Order-in-Council (sections 1 through 4) was approved 22 February 2010 authorizing the creation of the Founder’s Charter. 8. The revised text of this order as written above was approved by the Founder's Council on 27 December 2010, 8 to 0 with two abstentions. Assent was granted 28 December 2010.
