Creation, Format & Indexing of Regional Chancellery Directives. [/color][/b][/center] Index: 01 RCD 01

1) All Administrative Directives issued by the Regional Chancellor or any Ministry of the Regional Chancellery of the Continental Union will follow the format and indexing officiated by this Directive. 2) All Chancellery Directives will be indexed using a prefix number indicating the dicastery issuing the directive, followed by the initials RCD (Regional Chancellery Order), and then followed by a sequence number that will be issued in the order the directive was approved and enacted. 3) The following are index prefixes assigned to those dicasteries that are authorized and existing at the time this Chancellery Directive is enacted: 4) This Chancellery Directive will serve as a format example for all directives issued by the Chancellery and any ministries assigned to it. 5) The document title bar used for each directive will reflect the ministry that issued the directive. Below the title text, the name of the ministry will be included. 6) The Regional Chancellor may reassign existing Ministerial Directives to conform to the index and format authorized by this order. 7) The Regional Chancellor is authorized to assign prefix numbers to those ministries or dicasteries to be created in the future as authorized by Constitutional Law.

Index Guide for Regional Chancellery Directives. [/color][/b][/center] Index: 01 RCD 02

1) This directive authorizes the creation and maintenance of a Chancellery Directive guide to be placed in the main board of the Præsidium and Chancellery Works board. 2) The Regional Chancellor will assign the responsibility of maintaining this board to the Minister of Internal Relations, who will use a tertiary profile to post finalized directives and maintain the guide. 3) The guide will contain the directive's sequential index number followed by the dicastery of issue, a title summary, and dates and types of modifications if applicable.

Regional Currency Units & Values. [/color][/b][/center] Index: 02 RCD 03

1) Pursuant to ROIC 13, the Treasurer of the Continental Union hereby establishes the protocols and procedures for publishing and maintaining the intrinsic value of the Currency Units of the Continental Union. 2) The Unit of Exchange, the Continental Florin, will be based on a silver standard. The value of which will be based on the spot price of silver on the New York Stock Exchange Commodities Exchange on the last business day of each month. The current basis value of one Continental Florin is 120 troy grains of 0.999 silver bullion. 3) The Unit of Account, the Continental Crown, will be based on a gold standard. The value of which will be based on the spot price of gold on the New York Stock Exchange Commodities Exchange on the last business day of each month. The current basis value of one Continental Crown is 80 troy grains of 0.999 gold bullion. 4) Comparison values of Regional Currencies will be expressed in United States Dollars and will be published monthly in Regional Treasury Circulars. 5) Value ratios of Regional Currency units will be published monthly with comparison value circulars authorized in section four of this directive.

Financial Accounting Standards. [/color][/b][/center] Index: 02 RCD 04

1) All financial reporting activities for all roleplay scenarios on both the primary fora and the secondary fora of the Continental Union will follow standards and guidelines of the Financial Reporting Standards Board (FASB) of the United States. FASB Pronouncements will be considered legal and binding financial reporting standards in the Continental Union and the Continental Alliance. 2) All accounting activities for all roleplay scenarios on both the primary fora and the secondary fora of the Continental Union will follow standards and guidelines of the Generally Accepted Accounting Practices (GAAP) of the United States. 3) All Treasury Quæstors and Auditors are required to apply the above financial and accounting practices and standards during the course of audits and certifications. 4) The Regional Treasury Ministry is required to publish circulars outlining basic and commonly used financial and accounting standards within sixty (60) days of the approval date of this Ministerial Directive. 5) The Treasurer of the Continental Union reserves the right to alter these standards to accommodate certain roleplay scenarios. Such alterations of standards and practices will be published as Ministerial Directives and Circulars.

Revision of Currency Unit Usage and Values. [/color][/b][/center] Index: 02 RCD 05

1. Pursuant to ROIC 13, the Treasurer of the Continental Union hereby establishes the protocols and procedures for establishing, maintaining, and publishing the intrinsic value of the Currency Units of the Continental Union. 2. Due to changes in Regional Forum hosts and variances with the economy- and exchange-related programs on Proboards, the dual currency system is temporarily suspended for use on the Regional Forum. The dual currency system will exist for all other reporting purposes as outlined in ROIC 13.3 & ROIC 13.4. 3. The Unit of Exchange, the Continental Florin, will be based on a silver standard. The value of which will be based on the spot price of silver on the New York Stock Exchange Commodities Exchange on the last business day of each month to set the unit value for the following month. The current basis value of one Continental Florin is one (1) troy ounce of 0.999 fine silver bullion. 4. The Unit of Exchange will be used for all roleplay scenarios in both the Continental Union and the Continental Alliance. Since all activities will take place on the primary Regional Forum and the current forum host allows for high-value roleplays. 5. The Unit of Account, the Continental Crown, will be used for consolidated Regional financial reporting as outlined in RTD 01 and ROIC 13 and interpreted by the Regional Treasurer. 6. This Directive abrogates 02 RCD 03§2 (OS = RTD 01 §2) effectively authorizing use of the Unit of Exchange for all roleplay activities and revising the intrinsic value thereof.
