1) This Regional Order-in-Council will create and establish an officer of Roleplay, who will also be called a Roleplay Master. 2) This officer will be assigned to the Regional Chancellery and execute the duties and responsibilities of this office under the authority of the Regional Chancellery in accordance with this order and future Regional Statutes. 3) This officer will be granted the following authorities: 4) This officer will have authority over roleplays and related activities in the Continental Union Proper. Continental Alliance economy roleplays will not be governed or monitored by this officer. 5) The Regional Assembly may alter or repeal this Order in accordance with Constitutional Law. 6) Founder's Assent for this Regional Order-in-Council was withheld by the Founder until further notice. Assent will be granted once the number of members participating on the Unified Regional Forum is sufficient to justify the creation of this Ministry.

Regional Order-in-Council Number Thirty-Two Designation of Continental Union Dicasteries to Operate in the Continental Alliance, An Executive Order of the Founder's Council of the Continental Union. [/color][/b][/center] Index: ROIC 32 Proposed by: Basileus Romanus, 21 May 2011. Approved: In Council, 29 May 2011, 7 to 0. Assent Granted: 30 May 2011. Revision Status: None.
1) The Founder's Council of the Continental Union hereby approves the request, submitted by the Continental Trust, to designate certain dicasteries of the Continental Union to monitor certain activities in the Continental Alliance and enforce specific requirements and statutes of the Continental Alliance as outlined below. 2) The Ministry of the Regional Treasury of the Continental Union will handle all finance and currency related issues in the Continental Alliance as outlined in ROIC 16. 3) The Ministry of Internal Relations will handle all membership relations and other related issues as outlined in ROIC 21. The ministry will work with future agencies established by the Continental Trust to monitor registration and residence requirements and processes. 4) The Quæstor General of the Continental Union is also designated as the Quæstor General of the Continental Alliance . 5) The Minister of Foreign relations will be responsible for diplomatic relations with other regions as in the Continental Union. 6) The Continental Trust may establish an agency to handle other diplomatic relations separate from the Union as authorized by the Continental Trust. 7) The Regional Government of the Continental Union may assess a fees to the Continental Trust to offset the costs incurred for its dicasteries' operations in the Continental Alliance. 8) The Continental Trust and the Continental Alliance can cancel all or part of any of this resolution by communicating these intentions to the Founder's Council no less than ten days before such changes or cancellations take effect.

Regional Order-in-Council Number Thirty-Three Classification of Regional Orders-in-Council, An Executive Order of the Founder's Council of the Continental Union. [/color][/b][/center] Index: ROIC 33 Proposed by: Sabastos, 17 May 2011. Approved: In Council, 31 May 2011, 15 to 0. Assent Granted: 1 June 2011. Revision Status: None.
1) The purpose of this Regional Order-in-Council is to classify Regional Orders-in-Council into categories that describe more precisely their purpose, scope, and enforcibility. 2) Regional Orders-in-Council will be classified in the following manner: 3) Executive class Orders-in-Council are those described and authorized by Constitutional Law to officiate acts of the Founder's Council. These orders can only be altered or repealed by the Founder's Council. 4) Legislative class Orders are those issued by the Founder's Council as legislative acts that are issued in absence of the Regional Assembly. Proposals for such Orders must be submitted to the General Membership for approval. 5) Constitutional Law Orders are those issued by the Founder's Council and approved by the General Membership to be appended to Constitutional Law. Such Orders become a permanent part of Constitutional Law and not subject to repeal or alteration as outlined in the Founder's Charter. 6) Indexing of Regional Orders-in-Council will remained unchanged, following the sequence as authorized by the Founder's Council.

Regional Order-in-Council Number Thirty-Four Process and Policy for the Establishment of Regional Embassies, A Legislative Order of the Founder's Council of the Continental Union. [/color][/b][/center] Index: ROIC 34 Proposed by: Basileus Romanus, 19 May 2011. Approved: In Council, 31 May 2011, 10 to 5. Assent Granted: 1 June 2011. Revision Status: None.
1) This Regional Order-in-Council will outline the processes for establishing diplomatic relations with other regions in NationStates. 2) Before any diplomatic relations are established or any request for a NationStates embassy is sent to a foreign region, those authorized by the Founder's Council to monitor such activities must telegram the regional authority in the foreign region to submit a formal request for the opening of an embassy. 3) A reply from the foreign region must indicate that an embassy request will be approved before the Founder or Delegate can officially send a request through the NS admin feature. 4) The Regional Founder is authorized to accept and approve embassy requests initiated by foreign regions in accordance with Constitutional Law and any other processes approved by the Founder' Council if applicable. 5) The Regional Founder may authorize the opening of an embassy board in the Regional Forum only to those regions that have a NationStates embassy with the Continental Union. 6) The Founder's Council is authorized to monitor the processes and maintenance of Regional Forum embassies and may delegate the enforcement of such monitoring to the Ministry of Foreign Relations. 7) The Regional Founder is obligated to close embassies both in NationStates and on the Regional Forum if such entities prove to be a danger to the Region or the ambassadors are engaged in any kind of covert operation to recruit or endanger the Region in any way.

Regional Order-in-Council Number Thirty-Five Establishment of Office of Registrar-Recorder, An Executive Order of the Founder's Council of the Continental Union. [/color][/b][/center] Index: ROIC 35 Proposed by: Sabastos, 30 April 2011. Approved: In Council, 31 May 2011, 14 to 1. Assent Granted: 1 June 2011. Revision Status: None.
1) The purpose of this Regional Order-in-Council is establish the Office of the Registrar-Recorder of the Continental Union. This Office will be assigned to the Regional Præsidium but is not elegible for contingent membership in the Founder's Council. 2) The Office of the Registrar-Recorder will be regulated and monitored by the Regional Founder with review by the Founder's Council. The Officer will be selected by methods authorized by the Regional Founder in accordance with Constitutional Law. 3) The Office of the Registrar-Recorder will be responsible for the following matters: 4) The Registrar-Recorder will be also be assigned as a Senior Quæstor due to this officer's responsibilities as a monitor of forum access and related issues.
