So what is next the NationStates Republic? Let me tell you what I envision.
I created this Republic now an Alliance with the sole purpose of being the most dominant multi-regional organization in the game. That was the only reason, the ONLY reason. In the beginning, we attracted a number of regions because with TWP’s name attached to it, this wasn’t that hard to do.
Still, people were uncomfortable with becoming a true Republic and have extra-regional people have a say in their internal politics. Ok, those days are behind us but through the process we still have a number of political allies from which to leverage.
As your President, I will be the face of the organization but myself and ED have been just that for the past two years anyway in fact or in practice. But, the strength of an organization of this size is in the number of people associated with it so while I’ll be out their shilling the NSR, I will seek to expand the powers and duties of a number of our officers so that we can make those positions worth having. Here is a list of specifics if you elect me the next President:
Military Conference
I plan to hold a pan-regional Military Conference where I will be looking to get agreement/confirmation from Republic region as to exactly what we’d like our military to be – raider, defender, freelancers? Do we want to join with organizations such as the UDL or NPA in defending regions? Do we want to join with raiders or do we want to just do our own thing? I have a number of ideas on the subject, but I will hold a conference so that we can develop consensus.
Development of a Voting Bloc
Developing a voting bloc will be one of the key initiatives I undertake during my presidency. I believe an active military and an active voting bloc increases our in-game power. The key will be to get TWP and our other larger regions on board first so that we can market this aspect of the NSR. If we can make our alliance the place where authors need to go in order to secure passage of their resolutions that would be nothing short of amazing. Even if we do not attain those levels, if we are able to develop a bloc consisting of 800-1000 votes, we will be a major player in the World Assembly.
I will seek to have our World Assembly Mininster lead these discussion and my hope is Elas Greyjoy will serve in that capacity. I also hope that he will develop a system for the alliance to take positions on World Assembly matters and post them for the larger NS world to see.
Energizing the House of Lords
The next objective will be one of the more difficult ones – energizing the House of Lords. The Lords presently do not have a function that keeps people’s interest on a daily basis and so immediately I am going to rectify this by giving power back to the HoL to admit members. I am not going to approve members for the sake of expediency, but will return us to our roots where HoL members questioned applicants and voted on their admittance. I will work with the Speaker to develop this plan.
The other side of this coin is addressing inactive HoL members. An idea I have toyed around with has been an activity requirement. Perhaps something as minimal as one post per month or one every two weeks. But we have HoL members and regions that are very inactive and we need to energize them or part ways. This will not be a fun effort but is something that we must undertake for the alliance to progress forward.
Amendment Convention Reset
I also plan to reset the Amendment Convention and not completely remove all the work that has been done but develop a process that has more participation. Participation is not easy to get and PUT has done an admirable trying to get more regions to participate, but I’m not quite sure the alliance is active enough, en masse, to really do an amendment convention justice. Once we have more active participation this will be an activity boon. Right now, any changes we make will be made by 5-6 people and we’ll lose an opportunity to get buy-in/input from other members who we just need to activate. I will confer with the active members of the alliance on this, but I believe this is the direction we should go.
Forum Reorganization
We have too many forums, as you have to scroll everywhere to find things. I am going to clean this up so we can a forum that’s easy to use. An easy-to-use forum invites activity whereas something this large doesn’t. If we use The North Pacific as an example of a forum that has a lot of activity you’ll see that their organization is much simpler than ours. We need to start using the sub-forum function.

I'm going to be straight forward.
The last four months have been an honor, and I mean it. I got to know many members' leaders, and see new ones emerge. I also saw the progression of this forum, and the incorporation of 6 new regions, and three more on the way.
Last election, my platform was to make a communication network, ie: the NSR outposts. I also honored the promise made by ED to amend the Constitution after the presidential election.
Then I took charge and got things moving. I made a plan, and it has been in my signature for the most part:

1) Coalition:
My first priority after the Outposts and a roster, was Security. I established a coalition called the Republic Volunteer Coalition, and took control of Warzone Africa for the NSR. Then the world noticed we were still around.

The Republic Volunteer Coalition is neutral because we have member regions across the Raider/Defender spectrum. However, we will both defend members and counterattack aggressors.
2) Elections
I opened elections and nominated those who had already shown initiative in their areas. I also appointed Punk Daddy as Vice President, and Shadowtech as Defense Minister. Then I created the Group of Five, the "cabinet" of all officers that discuss the issues of the Republic. I have thus sought to create a team that would lead the Republic.
3) Convention/Amendments:
Our Constitution was rough and needed work. I opened a Convention to hear everyone's ideas, but few showed up, even after months of News Updates.
Then I learned from my experience as President, and proposed a shorter term for the President, and the creation of other institutions. A lower house, the Assembly, was taken out of the original Constitution, so I proposed an advisory Citizen Assembly. Then the Security Council to form the core of the House of Lords and drive its activity, plus its oversight of the Executive. To aid the SC, I proposed the Ombuds to report on the officers' activities--a necessary function if officers ever slack off.
So, I urge you to vote for the Amendments, they will spur activity from both Lords and regular Citizens, and here's why:
4) Resources/Roleplaying
The most participation we have had before my presidency was an unused Troll List, and the Aid Crews created by ED, which were very successful. The only participation I've managed to procure was the Coalition and Convention.
Because we now have a Cabinet, and will have an Assembly and Security Council, anyone who wants to participate in DECISIONS will be able to, even if they arent a lord. That means people will come to the forum, then they will join the Coalition, and help WA Minister Skyrim Diplomacy (Elias Greyjoy) create his WA Pact.
Additionally, I will gather the best Roleplays from across the Republic for the Assembly to play. Then they can bring the ones they like back to their region. They will also have access to guides for recruiting, founding regions, creating political parties, and transitioning governments.
That means every member region will share its strengths, and thus strengthen their weaknesses. If I'm president for two more months, we will be 19 member regions working together.
Elect me President, and I will have the time I need to finish my plan!

If we are going to change, I'd prefer something different Allied Regions of NationStates or ARN. i'm not the best with names, but I'd like a name that reflects the alliance as it exists today. C. all lords of the House of Lords must declare their WA nation and be a citizen of an allied region,

A. Appointed indefinitely by the President, must be a member of either the House of Lords.
B. Responsible for establishing a Republic military
C. Responsible for establishing a Republic intelligence organization
D. May grant rank to military soldiers
E. All missions must be approved by the President. All missions must be affirmed by the House of Lords subsequent action. Any action not affirmed by the House of Lords may be cause for dismissal.

A. leading cooperation in the WA between allied delegates.

C. representing the Alliance to the NationStates world in WA affairs.
D. The minister shall be responsible for surveying allied regions on each World Assembly vote.

Article 4 - Republic Court Tribunal
1. The Republic Court Tribunal holds jurisdiction over The NSR, and has no implications in the Domestic Affairs of member regions.
The Court will consist of a 3 Judge Court Tribunal--a Chief Justice and two Associate Justices.
The Court Tribunal will be responsible for [1] determining the constitutionality of challenged laws and [2] determining the validity of charges against member nations.
The Chief Justice will be elected from and by the House of Lords and shall preside for a three-month term.
Jurors will be elected by the House of Lords as follows: Every three months following the election of the Chief Justice, each member of the House of Lords will cast six votes among all members, and the six members with the greatest percentage of votes will serve as Jurors for three months. Jurors will be assigned as Associate Justices as needed for any Court matter that arises by lot. The Associate Justices will continue to preside over the issue until a resolution or decision has been reached, and shall render a verdict of either guilt, or innocence pertaining to the nation(s) charged with a crime.
If two or more issues are presented to the Court concurrently, three Jurors will be selected by lot: the first two as Associate Justices and the third as Alternate for each issue. No member region shall have unfair representation in the courts, and every attempt should be made to ensure that all member regions have an equal number of residents in the court at a given time.
The Chief Justice may dismiss any Associate Justice (but not both) from a case for cause; an Associate Justice may step down in recusal; in either case, the opening is filled by the designated Alternate or by selection of another Juror by lot.
The Court Tribunal shall have authority to make punishments or to establish the criteria for corrective action or for making amends or restitution whenever deemed necessary. The Chief Justice shall suggest a appropriate sentence, and it shall be affirmed by a majority vote of Associate justices. IF a decision is not reached, The Chief Justice shall negotiate sentencing with the associate justices until a consensus is reached.
The decisions of a Court Tribunal will be final unless either President grants a motion for appeal, such motion to be requested promptly. If an appeal is granted the House of Lords will hear arguments and vote to either return the case to a Court Tribunal for reconsideration or to deny the appeal and sustain the decision of the Court.
Once a decision is made on a case, all nations of the region must be told of the result. There are to be no secret cases or verdicts, but case discussions and deliberations of a Court Tribunal may be made in private.
The court shall also hear any inter-regional dispute cases and have authority to arbitrate between regions.

Any NSR officer or legislator may be impeached by the NSR body in which they reside.
An impeachment warrant shall be issued when 10% of the body's membership roll has signed the impeachment petition.
