1) This Order authorizes the creation of a Ministry of Foreign Relations, also known as the Ministry of External Affairs, for the Continental Union. 2) This Ministry will be assigned to the Regional Chancellery and managed by a Foreign Relations Minister, who is responsible to the Regional Chancellor. 3) The Minister of Foreign Relations is an elective office, whose term will be determined currently by the Founder's Council until the Regional Assembly is functional. 4) The Ministry of Foreign Relations will be responsible for the following functions: 5) The Regional Assembly may alter the responsibilities and elective status of this office at a future time to reflect Regional policy changes and opinions. 6) The official name of this Ministry, the Ministry of Foreign Relations, was chosen by General Members in a side poll conducted between 19 December 2010 and 26 December 2010.

1) This Regional Order-in-Council authorizes the Regional Founder to create puppet states for the following purposes: c) For Special Purposes when covert operations require the infiltration of a Puppet State to gather information necessary for the protection or advancement of the Region. [/ul] 2) The Founder may create two puppet states for recruiting and two for diplomatic missions. 3) The Regional Puppet States will be assigned to the following regions when not on recruiting or diplomatic assignments: 4) The Founder is authorized to assign adminstration and access of these Puppet States to any office of his choosing, which will be published in Letters Patent. 5) The Founder is granted the right to determine assignments, placements, and duration of such assignments and placements of regional puppets. 6) The creation of additional puppet states will require the following:

1) This Regional Order-in-Council authorizes the creation of a Bureau of Recruiting to oversee and manage all aspects of recruiting activities for the Continental Union and the Continental Alliance. 2) The Bureau of Recruiting will be assigned to the Ministry of Foreign Relations. 3) The Minister of Foreign Relations will oversee the operation of the Bureau and appoint a chief recruiter to monitor recruiting activities. 4) The Minister of Foreign Relations will assign duties and responsibilities to the chief recruiting officer to be published in Ministerial Directives.

Regional Order-in-Council Number Twenty-Five Creation and Establishment of the Constitutional Commission, An Executive Order of the Founder's Council of the Continental Union. Revision Status: FLP 20 (Issued 23 April 2011) extended the assignment of this Commission to 1 June 2011.
1) For the purpose of streamlining the final editing, adjustments, and drafting process of the Founder's Charter of the Continental Union, the General Membership has proposed the formation of a Constitutional Law Commission, which must be authorized as an Regional Order-in-Council. 2) The Articles and topics for each have been presented and approved individually in compliance with ROIC 01, which governs the approval and ratification process for Constitutional Law. 3) By approving this Regional Order-in-Council, the General Membership transfers its rights to the modification and individual draft approval process to a Constitutional Law Commission. 4) The Constitutional Law Commission (Commission) is authorized to review the most recent final draft of the Founder's Charter and other documents appended to Constitutional Law and make the following adjustments: 5) No changes to the central theme of any article of the Founder's Charter is permitted unless it is approved by the General Membership as outlined in ROIC 01. 6) The Commission will be composed of the following members, who will be selected by Regional Election to be held within five days of approving this Regional Order-in-Council: 7) Members will assemble to review the Constitutional Law and hold deliberations to amend or alter text as they feel necessary. 8) The Commission will be given 30 days to review, alter, and draft a final version of the Founder's Charter, which will be presented to the General Membership for final ratification as outlined in ROIC 01. 9) A separate limited access board will be created for the Commission to deliberate, which will be open to the public and archived as required with other Constitutional Law discussions.
