1) The Continental Trust is an entity established by the Continental Union Regional Government to fund the Regional Economy roleplay. 2) The Continental Trust is a private holdings trust that is established to facilitate Regional Economy roleplays, and is authorized by the Founder and the Founder’s Council to create and monitor boards and forums where such roleplay will take place. 3) The main purpose for its existence is to provide capital for the Continental Reserve and generate interest revenue to repay bonds and loans made to the trust for the purpose of the Regional Economy roleplays and to regulate, monitor, and oversee its activities. 4) The Continental Trust has a controlling interest in the Continental Reserve. Its principals include: Imperator Rex, Basileus Romanus, and Sabastos. These sovereign's nations have mortgaged a portion of their nations' government assets to fund the trust. 5) The Continental Trust will have permanent oversight authority on the Continental Union Economic Alliance and may create subordinate oversight entities, delegating some or all of its oversight responsibilities as authorized by the Founder’s Council. 6) The Continental Trust is required to submit a corporate charter for approval by the Ministry of Internal Relations of the Continental Union. 7) The Founder’s Council reserves the right to modify, cancel, or reinstate the Continental Trust’s oversight responsibilities and monopoly over Regional Economy forums, boards, and activities.

1) The Founder’s Council of the Continental Union hereby sets forth guidelines and provisions establishing Regional Trusts to facilitate roleplay activities requiring special attention and a limited element of autonomy. 2) A Regional Trust is defined as an entity that exists for a specialized and specific roleplay scenario that is complex and continuous in nature (such as in the economy roleplays) or one that is a specialized, specific, and continuous entity in generally similar non-continuous roleplay scenarios (such as same-genre roleplays, game activities, and guilds). 3) Regional Trusts are classified into the following categories: c) A Union Trust is a Regional Trust that operates in and exercises jurisdiction in the Continental Union, but not in the Continental Alliance. d) An Alliance Trust is a Regional Trust that operates in and exercises jurisdiction in the Continental Alliance, but not in the Continental Union. [/ul] 4) Regional Trusts can be created only by an Act of the Regional Assembly or by a Regional Order-in-Council, depending on the Stage of Governance in which the Continental Union operates at the time of the Regional Trust’s creation. 5) The Quæstor General of the Continental Union is hereby authorized to create an application process for those petitioning the creation of a Regional Trust. The Quæstor General is also authorized to create acceptance criteria based on §2 and §3 of this order. 6) Petitioners or sponsors of a proposed Regional Trust are required to submit their petition to the Office of the Quæstor General , who—after determining whether or not the entity proposed meets appropriate criteria as authorized in §5—will submit the approved petition to the Regional Assembly or Founder’s Council for approval as required by Constitutional Law.

1) The Continental Reserve Bank is hereby established as an Alliance Trust of the Continental Union and the Continental Alliance in accordance with ROIC 12, ROIC 13, ROIC 16, and ROIC 17. It is also known as the “Continental Reserve,” or “ConRes.” 2) The purpose of the Continental Reserve Bank is to serve as a central bank for the Continental Union and the Continental Alliance to facilitate roleplay scenarios and Regional Economy operations and currency transactions. 3) The Continental Reserve is a semi-private bank owned by the Continental Trust—which holds a controlling interest—the Ministry of the Regional Treasury, and several other private entities that will purchased stock in the Bank as authorized by its Trust Charter. 4) The Continental Reserve is assigned the following responsibilities: 5) The Continental Reserve is required to submit a Trust Charter to the Quæstor General’s Office for approval and official posting in accordance with ROIC 17. This Trust Charter must also be presented to the Ministry of the Regional Treasury for approval as a banking entity. 6) The Continental Reserve will exist under the auspice of the Continental Trust and will be administered by a Board of Governors, the selection of which will be determined by the Continental Trust as outlined in the Continental Reserve Bank Charter. 7) This Regional Order-in-Council is resubmitted for approval to the Founder’s Council due to the absence of records related to the approval and verbiage of this Order originally submitted to the Council before the IPBFree board went offline.

1) The Continental Settlement Bank is hereby established as an Alliance Trust of the Continental Union and the Continental Alliance in accordance with ROIC 12, ROIC 13, ROIC 16, ROIC 17, and ROIC 18. 2) The purpose of the Continental Settlement Bank is to serve as a banking agent for the purposes of debt settlement and asset mortgaging required to fund Regional Economy and other related roleplay scenarios that involve currency exchanges and conversions. 3) The Continental Settlement Bank is a wholly owned subsidiary of the Continental Reserve Bank and administered by the Continental Reserve Board of Governors who are responsible for it operations. 4) The Continental Settlement Bank is assigned the following responsibilities: 5) The Continental Settlement Bank is required to submit a Trust Charter to the Quæstor General’s Office for approval and official posting in accordance with ROIC 17.
