1) The official time to be used for all boards, forums, and platforms on which the Continental Union operate will be designated at Greenwich Mean Time or UTC +0. 2) This official time will not be affected by Daylight Savings adjustments and will remain constant throughout the year. 3) Assigning neutral time zone will facilitate the establishment of deadlines with clarity for all Regional Activities. Members may adjust their individual profile times to a time zone of their choosing. 4) All official deadlines will be published as Greenwich Mean Time or UTC +0, which may be designated as “Official Board Time” or “Continental Regional Time”. 5) The Quæstor General will be required to program and install a board clock set to Official Board Time on all forums and platforms utilized by the Continental Union. 6) This Order-in-Council goes into effect within ninety (90) days after approval of this order or ten (10) days after the installation of a board clock. 7) Approval and posting dates for this Order-in-Council have been lost as the original document was not recoverable when the Regional Forum on IPBFree went offline.

Regional Order-in-Council Number Twelve The Establishment of a Regional Economy, An Executive Order of the Founder's Council of the Continental Union. [/color][/b][/center] Index: ROIC 12 Proposed by: Basileus, 12 May 2010. Approved: In Council, 24 June 2010, 6 to 0 with 1 Abstention. Assent Granted: 25 June 2010. Revision Status: Removal from Constitutional Law on 18 June 2011 as noted in section 9.
1) The Founder’s Council hereby authorizes the creation of a Regional Economy to facilitate roleplay and other related Regional activities that require a medium of exchange for virtual goods, services, and compensation. 2) The Regional Economy will exist in the following forms: 3) The Regional Economy may consist of the following entities and elements to facilitate its operation and administration: 4) A specifically dedicated Regional Economy roleplay entity is established by the Regional Founder as a separate but dependent entity within the Continental Union to facilitate all dedicated economy-related roleplay scenarios as authorized by Constitutional Law. 5) The Regional Founder is hereby authorized to found a NationStates parallel region at his discretion and populate it with at least one NationStates entity under his auspice to preserve the entity’s name and establish an alternative region for roleplay purposes. 6) The Regional Economy may operate as a sub-forum within the main Regional Forum of the Continental Union or as a separate forum or platform as authorized by the Regional Founder. 7) The Regional Economy will not exist exclusively within its own forum or platform. Some of its activities will be a part of Regional activities and roleplay scenarios if such activities require media of exchange for roleplay or other activities. 8) Participation in the roleplays or activities of the Regional Economy is not a requirement for membership in the Continental Union or advancement in the Region’s membership hierarchy. 9) This Order was removed from the proposed Canon of Constutional Law by vote of the General Membership of 12 to 1 on 17 June 2011; Assent granted on 18 June 2011.

Regional Order-in-Council Number Thirteen The Establishment of a Regional Currency System, An Executive Order of the Founder's Council of the Continental Union. [/color][/b][/center] Index: ROIC 13 Proposed by: Basileus, 20 May 2010. Approved: In Council, 25 June 2010, 5 to 0 with 1 Abstention. Assent Granted: 27 June 2010. Revision Status: Use of Currency Units has been altered/regulated by the Regional Treasury Ministry.
1) In order to facilitate regional activities and all roleplay scenarios for the Regional Economy as authorized by ROIC 12, a Regional Currency system is hereby established. 2) The Region authorizes for use a dual currency system: 3) The Unit of Exchange will be called the “Continental Florin” or “Florin,” which is exchangeable for all goods and services offered on the primary fora. It is also exchangeable for Units of Account for Regional Economy roleplay scenarios. 4) The Unit of Account will be called the “Continental Crown” or “Crown”, which is the principal currency unit used for goods, services, and other roleplay activities on the secondary fora assigned for Regional Economy activities. 5) The official symbol and usage of those symbols are as follows: 6) The Unit of Account is also used to express all financial and economic data for the Continental Union. This will include the expression of value in all articles and reports concerning regional economic and financial issues. 7) The Regional Treasury Ministry will be charged with defining and maintaining the value of both currency units and creating subsidiary units for the Florin.

Regional Order-in-Council Number Fourteen The Establishment of the Ministry of the Treasury, An Executive Order of the Founder's Council of the Continental Union. 1) The Ministry of the Regional Treasury is established as a ministry of the Regional Chancellery. It will also be known as the “Treasury Ministry” or the “Continental Treasury.” 2) The Regional Treasurer, also referred to as the Minister of the Regional Treasury, will be its principal officer responsible to the Regional Chancellor and selected in accordance with Constitutional Law. 3) The primary functions of the Regional Treasury will be to establish and maintain the value and quantity of Regional currency instruments as outlined in ROIC 13, to act as a trustee for virtual deposits used to define the value of Regional currency instruments, and to process Regional Government revenues and expenditures. 4) The Regional Treasury will implement fiscal policies as directed by the Regional Chancellery and approved legislation and to regulate financial reporting and accounting standards for all Regional Roleplay and Economy activities. The Regional Treasury may establish through legislation any office or department necessary to handle these specialized functions. 5) The Regional Treasury will also be responsible for the following Regional Economy activities:

Regional Order-in-Council Number Fifteen Establishment of the Continental Union Economic Alliance, An Order of the Founder's Council of the Continental Union, Appended to Constitutional Law. [/color][/b][/center] Index: ROIC 15 Proposed by: Basileus Romanus, 16 May 2010. Approved: In Council, 6 July 2010, 5 to 0 with 1 Abstention. Assent Granted: 7 July 2010. Revision Status: None.
1) The purpose of this Regional Order-in-Council is to establish recognition of the Continental Union Economic Alliance, also known as the Continental Alliance, within the Continental Union and outline basic foundations for its administration and activities. 2) The Regional Economy roleplay entity will be officially designated as the “Continental Union Economic Alliance” or—in its abbreviated form—the “Continental Alliance.” 3) The Continental Alliance is a parallel roleplay region of the NationStates Region of the Continental Union. It is recognized as an integral part of the Continental Union that enjoys all the rights and privileges as a part of the Continental Union. 4) The Continental Alliance is in personal union with the Regional Founder of the Continental Union, Imperator Rex, and as such is entitled to all protection and assistance of the Continental Union. 5) Administration of the Continental Alliance will be assigned to a Regional Trust. The Regional Trust is required to observe and complete the following: 6) Membership in the Continental Union automatically constitutes membership in the Continental Alliance. 7) Membership in the Continental Alliance does not constitute automatic membership in the Continental Union. Alliance members can participate within the following parameters: c) Guidelines of the Continental Union’s Membership hierarchy may apply to members of the Continental Alliance. The Regional Founder may create or authorize the creation of a modified membership hierarchy designed for participation in the Continental Alliance. [/ul] 8) The Continental Alliance administrative trust is authorized to establish additional membership requirements as needed to facilitate Regional Economy roleplays with the approval of the Regional Founder so long as such requirements do not impede or invalidate existing Membership statutes of the Continental Union.
