Regional Order-in-Council Number Seven Activity Requirements for Members of the Founder’s Council, An Executive Order of the Founder's Council of the Continental Union [/color][/b][/center] Index: ROIC 07 Proposed by: Sabastos, 10 April 2010. 1) Activity status for members of the Founder's Council will be classified as Active, Passive, or Inactive Members of the Council. 2) Active Council Members are defined as those individuals who have been granted membership to the Founder's Council based on their status as Founding Members of the Region or other qualifying factors and meet the following minimum activity standards: 3) Passive Members of Council are those individuals who have been granted membership to the Founder's Council based on their status as Founding Members of the Region or other qualifying factors but no longer meet the criteria as an Active Member of Council. This category of Council Members is defined by the following minimum activity standards: 4) Inactive Members of Council are those that no longer qualify as Active or Passive Members of Council. Their ability to access Founder's Council fora and categories may be restricted as a result of their inactivity, and they no longer possess any rights or privileges afforded them as Members of Council. 5) Inactive Members of Council who were granted membership to the Founder's Council based on their status as Founding Members of the Region or other qualifying merit who has been inactive for less than one year may reinstate their membership without prejudice at the discretion of the Regional Founder. 6) Inactive Members of Council are not eligible for reinstatement under the following circumstances: 7) If the Regional Founder determines that posted absences from any Member of Council are excessive causing administrative issues or delays in activities of the Founder's Council, then that Member of Council may be reassigned as either a Passive or Inactive Member at the discretion of the Regional Founder. 8) Any Founding Member who fails to participate in every poll created for the approval of the Founder's Charter and does not post at least one reply to discussion threads for each Founder's Charter Article may be subject to losing his or her status as a Founding Member. 9) Upon loss of Founding Member status, the next member in order of entry into the Regional Forum may be awarded Founding Member status at the discretion of the Regional Founder. This option is only available until the entire Founder's Charter has been approved and published. 10) This Order-in-Council was posted 16 April 2010.

Regional Order-in-Council Number Eight Definition, Formatting, Indexing & Publishing Regional Orders-in-Council, An Order of the Founder's Council of the Continental Union, Appended to Constitutional Law. [/color][/b][/center] Index: ROIC 08 Proposed by: Imperator Rex, 12 April 2010. Approved: In Council, 15 April 2010, 5 to 0. Assent Granted: 16 April 2010. Revision Status: None.
1) Regional Orders-in-Council (ROICs) are by-laws or directives issued by the Founder in Council. They are administrative directives formalizing policies or procedures for matters that are the responsibility of the Regional Præsidium and the Founder’s Council as prescribed by Constitutional Law. 2) Orders-in-Council are also temporary measures designed to remedy urgent matters that may be submitted as legislative proposals to the Regional Assembly at a later time. 3) Until the Region reaches Stage III of Governance and the Regional Assembly is functional, Regional Orders-in-Council will act as legislation to facilitate Regional administration. 4) Unless otherwise stated, Regional Orders-in-Council approved and implemented as Regional Statutes under circumstances outlined in §3 cannot be rescinded by an Act of the Regional Assembly. 5) Formatting and Indexing of Regional Orders-in-Council will be regulated by the Regional Founder and published as Letters Patent.

Regional Order-in-Council Number Nine Appointment and Endorsement of Hiliya as Regional Delegate, An Executive Order of the Founder's Council of the Continental Union. [/color][/b][/center] Index: ROIC 09 Proposed by: Imperator Rex, 19 April 2010. Approved: In Council, 23 April 2010, 4 to 0 with 1 abstention. Assent Granted: 24 April 2010. Revision Status: Abrogated 20 September 2010 with the selection of Habsburg Union as Regional Delegate.
1) The Countess of Hiliya is hereby declared WA Regional Delegate by vote of the Founder's Council. 2) This Order-in-Council hereby declares the intention of Imperator Rex to endorse the duly selected Regional Delegate, Countess of Hiliya, by the Founder's nation holding World Assembly membership, the Habsburg Union. 2) The endorsement will be made immediately and will not be withdrawn until another member has been selected to this position.

Regional Order-in-Council Number Ten Establishment of Regional Offices in Accordance with Regional Governance Phasing, An Order of the Founder's Council of the Continental Union, Appended to Constitutional Law. [/color][/b][/center] Index: ROIC 10 Proposed by: Sabastos, 22 May 2010. Approved: In Council, 3 June 2010, 5 to 1. Assent Granted: 4 June 2010. Revision Status: Order Edited, Revised, and Approved by the General Membership on 17 June 2011, Assent Granted on 18 June 2011 .
1. The purpose of this Regional Order-in-Council is to outline the phasing of Regional Officers for each Phase of Regional Governance. 2. Regional Officer Phasing will be based on Stages of Governance as outlined below: 3. The Regional Census is to be taken at regular intervals as determined by the Founder’s Council conducted by the Regional Officer assigned to complete this task as defined by Constitutional Law. 4. The Constitutional Commission removed the definitions and explanations of terms used in the Charter and transfer them to Commission Resolution Number Eight. 5. This current version of ROIC 10 as appended to Constitutional Law as approved by the General Membership on 17 June 2011 with a vote of 13 in favor and none opposed.
Original Text of ROIC 10 as approved in April 2011: 1) The purpose of this Order-in-Council is to streamline the Founder’s Charter by transferring sections of articles that provide explanations or definitions of concepts contained within the Founder’s Charter. Such sections listed in this Order are considered a matter of Constitutional Law.
