Regional Order-in-Council Number One Creation of the Founder's Charter and Constitutional Law, An Order of the Founder's Council of the Continental Union, Appended to Constitutional Law. 1) The Founder's Council has authorized the Founder, Imperator, to author and submit for approval to the Council a Founder's Charter. This is a Regional document that will initiate the creation and implementation of Regional Constitutional Law. 2) The Founder's Charter will include an enumeration of the Founder's prerogatives in addition to rules that will govern the Office of the Founder and regulate its activities and rights. This will also include the official name of the Region and of its administrative entities. 3) The Founder’s Charter will also provide administrative foundations and guidelines related to the functions of Founder’s Council, the Regional Chancellery, the Regional Assembly, and the Regional Judiciary. 4) The Founder's Charter is inviolable and will not provide provisions for amendments to the Charter once the Constitutional Canon is declared closed following approval of the entire Founder’s Charter. 5) The approval process for the Founder’s Charter and the Constitutional Canon will be as follows: 6) The Founder’s Charter will contain seven articles: Article I – Purpose and Establishment, Regional Symbols and Statements; Article II – Regional Fora and Platforms; Article III – Regional Governance; Article IV – The Founder’s Council; Article V – The Regional Praesidium; Article VI – The Elective Branches of Government; Article VII – List of Constitutional Canon and Record of Ratificiation. 7) The original Order-in-Council (sections 1 through 4) was approved 22 February 2010 authorizing the creation of the Founder’s Charter. 8) The revised text of this order as written above was approved by the Founder's Council on 27 December 2010, 8 to 0 with two absentions. Assent was granted 28 December 2010.
Original Text of ROIC 01: 1) The Founder's Council has authorized the Founder, Imperator, to author and submit for approval to the Council a Founder's Charter. This is a Regional document that will initiate the creation and implementation of Regional Constitutional Law.
2) The Founder's Charter will include an enumeration of the Founder's prerogatives in addition to rules that will govern the Office of the Founder and regulate its activities and rights. This will also include the official name of the Region and of its administrative entities.
3) The Founder's Charter will authorize a template for the Constitution, outline the process for its approval, and establish parameters for its implementation as the fundamental by-laws of the Region.
4) The Founder's Charter is inviolable and will not provide provisions for amendments to the Charter after a specific period of time stated in the Charter itself.

Regional Order-in-Council Number Two Appointment of Basileus as WA Delegate and Regional Chancellor, An Executive Order of the Founder's Council of the Continental Union [/color][/b][/center] Index: ROIC 02 Proposed by: Imperator, 21 February 2010. Approved: In Council, 22 February 2010, 3 to 0. Assent Granted: 22 February 2010. Revision Status: Abrogated by Regional Officer Elections.
1) Basileus is hereby appointed to represent the Region as its World Assembly delegate until such a time that a regional constitution is approved and implemented. After which the position of World Assembly Delegate will be filled in accordance with the process and procedure authorized by regional Constitutional Law. 2) Basileus is also hereby appointed as the Regional Chancellor until Regional Elections are held in accordance with Constitutional Law. 3) This appointment may be withdrawn at any time by a vote of the Founder's Council, or until the provisions of constitutional law take effect. 4) Basileus will seek approval of the Founder's Council concerning any World Assembly (WA) proposals before submitting his vote to the World Assembly. Polls are to be created for each issue in the appropriate forum located in the Regional Assembly category. 5) Poll results for WA proposals are not required to be presented to or implemented by Council as Orders-in-Council. 6) This Order-in-Council was posted 22 February 2010

Regional Order-in-Council Number Three Appointment of Sabastos as Regional Count Palatine and Minister of Internal Relations, An Executive Order of the Founder's Council of the Continental Union [/color][/b][/center] Index: ROIC 03 Proposed by: Imperator, 22 February 2010. Approved: In Council, 22 February 2010. Assent Granted: 22 February 2010. Revision Status: Abrogated by Regional Officer Elections.
1) Sabastos is hereby appointed Regional Palatine of the Continental Union. The specific duties of this office will be defined by the Founder's Charter, and he may remain in office as long as he retains the Founder's confidence or until he resigns. 2) Sabastos is also appointed to the Office of Minister of Internal Relations until such a time that a regional constitution is approved and implemented. After which this position will be filled in accordance with the process and procedure authorized by regional constitutional law. 3) The appointment as Minister of Internal Relations may be withdrawn at any time by a vote of the Founder's Council, or until the provisions of constitutional law take effect. 4) This Order-in-Council was posted 22 February 2010.

Regional Order-in-Council Number Four Definitions and Purpose of Regional Orders-in-Council,, An Order of the Founder's Council of the Continental Union [/color][/b][/center] Index: ROIC 04 Proposed by: Imperator, 22 February 2010. Approved: In Council, 24 February 2010, 3 to 0. Assent Granted: 24 February 2010. Revision Status: Entire Order abrogated by ROIC 08.
1) Regional Orders-in-Council (ROICs) are by-laws or directives issued by the Founder in Council. Each order is numbered in the order it is issued and will have the initials "ROIC" preceding the number so as not to confuse them with Regional Legislation approved by the Regional Assembly. This order reflects the format to be used with all published orders. 2) Revision of existing and published ROICs will use the same number as the original, but the number will be followed by the letter indicating the new section of the order in parenthesis. This kind of revision is referred to as an "appended revision", since the order is not completely revised but expanded upon. Appended sections are labeled with the date of approval and posting at the end of the section. Example of an appended revision: Once the constitution is functional, this ROIC will be revised to include any additional information about orders in a new section to this order labeled "(e)." So, the revised order will be listed in the Council polling topic line as "ROIC 004(e) Appended Revision: Definition of Regional Orders-in-Council" and the text of the original order is edited to include the new section. 3) In the event that an order is to be completely revised, then it is assigned a new number (next in the current sequence), and a reference to the old order is made at the end of the newer/revised order. This kind of revision is a "transposed revision," since the meaning or content of the order is dissimilar to the original. Once the transposed revision of the order is approved, it abrogates the original order. Example of a transposed revision: If the Founder's Council decides to completely change the content of this order, then it would be considered a completely new order that requires its own unique number assignment. The new, transposed order's title will appear as "ROIC 150 Definition of Regional Orders-in-Council (Transposed Revision of ROIC 004)." 4) Most Orders-in-Council are administrative directives formalizing policies or procedures for government departments. The Founder on the advice of Council may issue orders a jure officii (by right of office). An example of this would be to call for new elections or settle an issue resulting from a Citizen's Petition. Some Orders-in-Council are temporary measures designed to remedy urgent matters that may be submitted as legislative proposals to the Regional Assembly at a later time. Until the Region expands and a constitution is approved, Orders-in-Council will act as legislation until a Regional Assembly is functional. 5) This Order-in-Council was posted 22 February 2010. 6) This Order-in-Council was abrogated by ROIC 08 on 16 April 2010.
