This is a brief on the duties of the Registrar-Recorder taken from ROIC 35:
2) The Office of the Registrar-Recorder will be regulated and monitored by the Regional Founder with review by the Founder's Council. The Officer will be selected by methods authorized by the Regional Founder in accordance with Constitutional Law.
