1. All Assembly Bills brought before the Continental Assembly for must obtain a minimum number of votes in order for the bill to be considered approved or defeated by the Continental Assembly. 2. The Registrar-Recorder of the Continental Domains is hereby authorized to calculate the Assembly quorum each month using the processes outlined above. 6. The Registrar-Recorder will post the Continental Assembly quorum each month between the 1st and 3rd of each month and can calculate the quorum using figures from the prior month ending between the 25th of that month and the last day of that month.

1. Members who vote on Continental Assembly bills will be given posting credit for casting their vote as if they had posted to a topic. 2. An officer, who will have admin access, will be assigned by law to review the list of those members who voted on each bill and add post credits to the profiles of those members who voted. 3. The assigned officer in charge of posting vote credits will be required to post a reply on each Assembly Bill poll listing those members who voted on that bill. 4. Members can get posting credit for voting in officer elections in the same manner as those voting on Assembly Bills. 5. Posting credits of this kind will be retro-active for all those who voted on Continental Assembly bills from the inception of the Continental Assembly.

- I ACA 08 - Creation and Implementation of the Approval and Ratification Process for the Continental Charter,Or in its Short Form: The Continental Charter Ratification Act, A Constitutional Act of the First Continental Assembly of the Continental Union. 1. The Continental Assembly hereby officiates the process for reviewing and approving revision to Constitutional law as stated in the revised version of ROIC 01. 2. Proposals to revise Constitutional law will be discussed in the board authorized by the Speaker of the Continental Assembly for Constitutional Matters for not less than five days. 3. All proposals will be treated as Assembly Bills for the purpose of review, approval, and codification and will follow the sequence of ordinary Assembly Bills. 4. Once five days of discussion have passed, the proposed bill will be put in the be put in the Proposed Legislation Voting Booth for members to cast their votes for approval or rejection. The poll for each proposal will be open for not less than five days. 5. The Speaker of the Continental Assembly may extend the amount of time for proposal discussions or voting if the Speaker feels it is necessary for the best interests of the region and the constitutional process. 6. Each constitutional proposal must receive a 2/3 majority vote for approval. If the bill is unable to receive a 2/3 majority approval, then it it sent back to the Assembly Floor for further discussion and approval resubmission. 7. Once all constitutional revision proposals are approved, the revised and approved bills will be collected and published in the format authorized by ROIC 01 and placed in the polls for all members of the Continental Union to ratify for not less than 10 days. 8. Ratification of revised constitutional law requires a 75% approval of the total votes cast that meets or exceeds the establish quorum for ratification. 9. This process and requirement for Constitutional Law ratification will be included in the revised version of Chapter Six of the Founder's Council.

1. The Continental Assembly hereby declares that the official name of the collection of constitutional law concerning the elective branches of Regional Government to be "The Continental Charter" 2. The Continental Charter will include one article for each branch of elective government, and one for the clause to amend the Continental Charter as approved by the Continental Assem. 3. The Continental Charter will contain the following articles pertaining to a particular aspect of Elective Regional Government and matters related to its ratification in the order listed below. 4. The Continental Charter will be indexed and formatted in the same manner as the Founder's Charter and will utilize the index identifier "CCh" in reference to its contents.
