1. This Regional Order-in-Council will authorize the creation of a special award to be given to the most antagonistic member of the forum. 2. The Founder's Council and General Membership recognize not only the contributions Basileus Romanus has made to the forum and the region, but also how cantankerous he is and how he maintains an element of controversy with some of his topics and posts. 3. In commemoration of all the contributions and controversy Basileus has made to the Regions and forum, the Founder's Council will award the first "Horse's Arse" award to Basileus. 4. Basileus will also be granted the right to grant this award with prize money of ƒ1,000 to a member of his choosing each year, whom he judges to be overall the most antagonistic, bombastic forum member of the region. 5. The badge for this honor will be a plenum badge made to the specifications created by Sabastos. The badge to be awarded by Basileus annually will contain the year it was awarded.

1. The purpose of this Executive Regional Order-in-Council is to establish membership and voting parameters for membership in the Founder's Council of the Continental Union. 2. The membership will be divided into two groups for the purpose of discussion and voting on proposals brought before the Founder's Council for debate and approval: 3. Only Principal Members of the Founder's Council are permitted to vote on Assent issues related to approved legislative proposals presented by the Regional Assembly to the Founder's Council. 4. Both Principal Members and Privy Councilors can debate legislative proposal Assent questions for a period of time outlined by Constitutional Law and Præsidium Statutes. 5. In the event that less than four Principal Members are available to vote on Assembly Bills Assent by the second day before the closing of the Assent vote, votes from Privy Councillors may be accepted and considered. 6. All members are permitted to propose, debate, and vote on Regional Orders-of-Council submitted to the Founder's Council for discussion and approval.
