1. I, Imperator Rex, Founder of the Continental Union, hereby certify the results of the Special Election for Assembly Speaker held between 18 June 2012 to 25 June 2012;

2. The roster of voters who participated in the Special Election was review and verified to ensure that no unauthorized or ineligible profiles participated in the election;

3. The winner of the election for Assembly Speaker was G-Tech who received 11 out of 18 total votes, or 62% majority vote.

Basic Guideline and Code of Conduct for Forum Adminstrative Staff.

1. The purpose of this Pronouncement is to create a basic guide and code of behavior for forum administrators (admins), moderators (mods), and all other administrative agents (Quæstors) appointed by the Office of the Quæstor General.

2. At no time are any admins, mods, or Quæstors to divulge the contents or detail review the contents of any private, closed, or otherwise password protected forums or boards. The only time a detail read of privileged information or postings is permissive if such activity is approved by the agents of the protected board or forum.

3. No admin, mod, or Quæstor is permitted to disseminate any private profile information or any membership data not publically published or without the express permission of that member whose information is being reviewed.

4. At no time is any admin, mod, or Quæstor allowed to post comments (either under his own primary profile or using a tertiary government agent profile) concerning the results of polls, the disposition of membership information, or any other pending issues that no other members would have access to view or review, even if such statements are not based on fact.

5. All information reviewed and accessed by any admin, mod, or Quæstor is considered confidential and classified, even if such information is or will be accessed publically. Officers are allowed to comment on such information as part of creating a post indicating that an issue was resolved or to make a correction on information erroneously posted.

6. Any administrative activities performed by admins, mods, and Quæstors can only be performed under the following circumstances:

7. Only the Quæstor General and Founding Partners of the Continental Union (and any of those operating as Syndics for the Unified Regional Forum) are allowed to delete posts made by other members that do not follow the General Rules of Conduct for the forum.

8. Moderators on password-protected (or private) boards are allowed to delete posts according to the rules of their particular board if such exist. The Office of the Quæstor General will not intervene with regard to private board or forum activities that are not in direct violation of General Rules of Conduct.

9. Unless otherwise directed by the Quæstor General or one of the Founding Partners of the Continental Union, no topic in any public access forum or board is to be locked until at least 45 days have passed with no replies or activities for that topic except in the following cases:

10. All admins, mods, and Quæstors will be required to acknowledge these rules and consent to a confidentiality agreement as issued by the Office of the Quæstor General.

11. Any violations of the above sections of this Quæstor General Pronouncement will result in the immediate suspension of admin access for the violator. Other punitive measures—including ejection and banning from the Regional Forum—may be taken at the discretion of the Regional Founder or the Founder’s Council.

1. All Regional Statutes approved, issued, and published by the Regional Præsidium, the Founder’s Council, the Regional Chancellery, and the Regional Assembly will be recorded using the Continental Code Index (CCI).

2. Statutes will be listed using the following format for Indexing:

Acts of the Continental Assembly (Regional Assembly) will be recorded and indexed in a manner described in §1 and §2, with the notable exception of the middle component that will be expressed as ARA (Act of the Regional Assembly). The sequence (or third component of the Index) will be assigned in the order that the Acts are granted Assent and enacted.

4. All Statutes recorded in the Law Library of the Continental Union will be modified with the CCI in the same field as the “Index” of the Statute. All future Statutes will include the CCI in the Statute’s Index field.

5. The Registrar-Recorder of the Continental Union will determine the volume number of each Statute and will maintain a table or workbook with CCI information on all Regional Statutes.

6. This pronouncement is also valid and enforceable in the Continental Alliance as directed by Basileus Romanus, Executive Delegate of the Continental Alliance and CEO of the Continental Trust.
