The Regional Assembly of the Continental Union hereby requests the Founder's Council of the Continental Union to repeal the current version of Regional Order-in-Council 01 and to replace it with the original text of the Order that was approved by the Founder's Council on February 22, 2010. 2. Reverting to the order's original text will allow the Assembly to construct a Constitutional Law document that will govern all aspects of Regional Government responsibilities assigned to the Elective Branches of Regional Government as stated in the Founder's Charter. 3. The Regional Assembly also petitions the Founder's Council, with the repeal of the current version of ROIC 01, implement the following: 4. This Act will not affect the Chapters of the Founder's Charter dealing with aspects of Regional Government outside of the Elective Branches of government. 5. This Act also authorizes the Regional Assembly to convene a Constitutional Convention to establish Constitutional Law for the Elective Branches of Regional Government that will also include provisions for amending the same. II. Redacted Regional Order-in-Council 01 Authorized by this Act:1. The Founder’s Charter is the first of two principal documents outlining constitutional law for the NationStates Region of the Continental Union. The second document principal document will be named the Articles of Confederation and will govern all other aspects of constitutional law not addressed in the Founder’s Charter. 2. The purpose of the Founder’s Charter is to establish an outline for Regional Constitutional Law, to provide an apparatus for Regional Administration during constitutional deliberations or lapse periods, and to regulate and codify the activities, authorities, and responsibilities of the Regional Founder, the Regional Founder’s Præsidium, and Officers of the Founder’s Council. 3. The Founder’s Charter is an immutable collection of inviolable Regional Constitutional law that is not subject to amendments after the entire Founder’s Charter is approved and implemented. No other legislation, Judicial Review, or statement in the Articles of Confederation (or any amendment thereto) will have precedence over the Founder’s Charter or cause it to be changed, altered, or amended. 4. The approval and implementation of the Founder’s Charter will be as follows: 5. The Articles of Confederation will govern the branches of government not addressed by the Founder’s Charter and will be created once the Regional Assembly is declared open in accordance with the process approved in the Founder’s Charter.

1. The Regional Assembly of the Continental Union hereby authorizes the dsmantling of the Ministry of the Regional Treasury established by Legislative Regional Order-in-Council Number Fourteen, from which two Regional Dicasteries will be created. 2. The financial operations of the Regional Government of the Continental Union will be delegated to a Ministry of Finance, and the financial and economic aspects of the Ministry of the Regional Treasury will be assigned as an Office of the Regional Præsidium. 3. The Ministry of Finance is established as a ministry of the Regional Chancellery. It will also be known as the “Finance Ministry.” 4. The Minister of the Finance will be its principal officer responsible to the Regional Chancellor and selected in accordance with Constitutional Law and/or Regional Statute. 5. The primary functions of the Finance Ministry will be to act as a trustee for Regional Government assets and to process Regional Government revenues and expenditures in compliance with standards, processes, and protocols established by Regional Statutes. 6. The Finance Ministry will implement fiscal policies as directed by the Regional Chancellery and approved legislation in compliance with banking and financial standards approved and established by the Office of the Treasurer General. The Finance Ministry may establish through legislation any office or department necessary to handle specialized functions. 7. The Ministry of Finance will also be responsible for the following Regional Economy activities:

1. The members of the Regional Assembly of the Continental Union, after debates and discussions, have decided to rename the Regional Assembly. 2. The Regional Assembly will now be called the "Continental Assembly" and all references to the legislative branch after this Act is granted Assent will be made using the new name. 3. The Regional Assembly, now known as the Continental Assembly, reserves the right to rename the body as a matter of law at a future time.
