1) In light of the international and inter-regional nation of this situation, I hereby authorize security forces of the San Francisco Bay Area (also known as the SFBAIA) to engage and participate in all investigative activities related to the case of William Hurst III who escaped from a correctional facility located in the San Francisco Bay Area (SFBA). 2) All nations of the Continental Union and the Continental Alliance are hereby requested to extend all cooperation and disseminate all information relative to the apprehension and detention of William Hurst III and his known conspirators of record, and to facilitate their relocation to the SFBA. 3) Authorization to allow Agents of the SFBAIA to enter territory of member states of the Continental Union and the Continental Alliance is permitted under the "Proper and Necessary Action" clause of the Founder's Charter, which has been duly submitted to the Founder's Council for Review by Council. 4) Objections to allowing agents of the SFBA to enter individual member nation's territory must be submitted to the Officer of the Regional Founder or the Office of the Count-Palatine for review. Member nations have the right to refuse entry to these agents only upon review and counsel with the Regional Founder. 5) This authorization is limited to activities and actions specifically leading to the apprehension of William Hurst III and his conspirators and relocation to the SFBA. SFBA agents are not permitted to engage in any activities beyond the scope of the William Hurst III investigation, or to endanger the lives or property of any citizens or denizens of the Continental Union and the Continental Alliance, or compromise the sovereignty of any member nation. 6) The SFBA must submit to the Ministry of Foreign Relations a summary dossier disclosing the number of agents, date of initial entry, and type and class of arms carried by their agents for appropriate notification to member nations in which the SFBA agents will operate.

Criteria and Requirements for the Establishment of Diplomatic Relations with the Continental Domains. [/color][/b][/center] Index: I ImpRex 27 Date Issued: 5 August 2011. Former Index: FLP 25 Revision Status: None.
1. Pursuant to Regional Order-in-Council Number Thirty-Four (ROIC 34), the Regional Founder is empowered to establish and maintain requirements and criteria for establishing contact with roleplay communities and diplomatic relations between the Regions of the Continental Domains and other regions of NationStates. 2. Establishing and maintaining diplomatic relations will be divided into four categories: [/i] are those relations that are established for the purpose of exchanging information and maintaining basic communication between the Continental Domains and the other region or community; b. Diplomatic Relations ad amicum are those relations that are established for the sole purpose of recognizing that a friendly relation exists between the Continental Domains and the other region or community; c. Diplomatic Relations ad socium are those relations that involve a minor exchange of embassies limited to NationStates embassies and forum profile exchanges. d. Diplomatic Relations ad plenum are a combination of ad amicum and ad socium relations that involve a complete diplomatic exchange of NationStates embassies, forum profile ambassadors, and Diplomatic puppet states. [/ul] 3. Diplomatic Relations ad primum requires the approval of the Minister of Foreign relations and will involve the construction of a public information kiosk in Embassy Row with access to basic boards on the forum to be determined by the Quæstor General's Office. This is the most basic of diplomatic relations. 4. Diplomatic Relations ad amicum does not require the construction of an embassy board is refers only to the establishment of NationStates embassies on the NationStates site. Protocols for this kind of diplomatic relations are outlined in ROIC 34. 5. Diplomatic Relations ad socium indicates the establishment of NationStates embassies and the exchange of ambassadors on each region's offsite forums. 6. Diplomatic Relations ad plenum refers to full diplomatic relations that include a complete ambassador exchange in both NationStates and on each region's offsite forum. 7. This Letters Patent does not govern the establishment of diplomatic boards for the nations, social trusts, or business entities of the Continental Domains or those connected with communities of the Unified Regional Forum. 8. The Regional Founder may alter the requirements, protocols, and procedures for diplomatic relations for special circumstances that represent the best interests of the Region.

WHEREAS, the Region of Islam established peaceful Diplomatic Relations ad amicum with the Continental Union through the exchange of NationStates embassies; WHEREAS, the Founder of the Region of Islam, Imam Baba, has made a formal request for special assistance to help thwart invaders and re-establish stability of the Region; WHEREAS, the current situation in the Region of Islam requires immediate action to prevent further erosion of stability and disintegration of the Region's rightful government; I, Imperator Rex, Founder of the Continental Union and the Continental Alliance, hereby invoke V FCh 4(d) of the Founder's Charter and effectively mandate that Adriaticus of the Adriatic Confederation transfer to the Region of Islam and endorse Iman Baba as an act of allied support. This special mandate will remain in effect until a Treaty of Special Alliance is negotiated, ratified, and published between the Continental Union and the Region of Islam, or other provisions are approved and published by the Founder's Council of the Continental Union in accordance with Constitutional Law.

Index Format and Endorsement Changes to Præsidium Statutes. [/color][/b][/center] Index: I ImpRex 29 Date Issued: 5 January 2012. Former Index: FLP 27 Revision Status: None.
1. The purpose of this Letters Patent is to explain and authorize the index formatting for all Regional Præsidium Statutes for both existing and future statutes. 2. All Regional Præsidium Statutes will be formatted using a three-component index number produced in the following manner: b. The second component will consist of a modified version of the Founder’s monogram to be written as “ImpRex” to distinguish Præsidium Statutes from other laws and regulations of the Continental Union. c. The third component is a sequential (Arabic) number that will be assigned in the order that the Statute was approved and published. 4. Current Præsidium Statutes will be re-indexed using the format authorized by this Letters Patent, assigning the sequential number based on the date when the statute was approved and published.

1. I, Sabastos, Regional Count-Palatine, hereby certify the results of Regional Officer Elections held from 20 January 2012 to 18 February 2012 to be true and correct. All ballot posts were verified as having been made by active members of the Continental Union. 2. The following is a list of results for each of the Elective Offices posted for Regional Elections the winner of which received the minimum majority vote required to secure the office in accordance with ROIC : [/b] was elected by a vote of 15 with 5 votes for Cardecion and 1 null vote. b. Minister of Foreign Relations: Exarchos was elected by a vote of 13 with 7 for Marzano and 1 null vote. c. Minister of Internal Relations: Dragos was elected by a vote of 15 with 5 for Ozbek and 1 null vote. d. Minister of Recruitment: Moño was elected by a vote of 15 with 5 for Dalmato and 1 null vote.
