Need to tranfer topic to foreign ministry

When I posted a topic about ambassador volunteers a couple weeks ago, I opened it in the wrong board. It should be in the foreign ministry board not where it's at now in the Internal Relations ministry.

I will transfer it for you. I am not sure why, but ministers should have mod access to their boards. I will fix that.
